Pope, Director General of<br \/>\nInternational Organization for Migration (IOM)<\/b> launched the World Migration<br \/>\nReport 2024 at Dhaka, Bangladesh. \u00a0At the surface level, the report<br \/>\nhighlights the shared commitment of the international community to promote safe<br \/>\nmigration. However, the staggering rise in the numbers of global refugees and<br \/>\nmigrants driven by conflict, climate change, and economic in-equality gives us<br \/>\na grimmer picture. It has given them nothing,<br \/>\nbut a congealed morass of hope built on the dead bodies of their loved ones,<br \/>\nfloating in the ocean- from the Mediterranean to the Pacific.\u00a0 \u00a0\u00a0<\/span><\/div>\n<p>&nbsp;<\/p>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri;\"><span style=\"font-family: arial;\">While human history is a history of migration and many countries across<br \/>\nthe globe have written their success stories by harnessing the potential of<br \/>\nmigrants, the underline and systemic factors that drive unsafe migration need<br \/>\ngreater commitment and attention than ever.\u00a0\u00a0Changing geo-political<br \/>\nrealities, technological divide, emergence of powerful non-state actors and<br \/>\narmed groups- who are often seen in exasperating the problem-, and mammoth rise<br \/>\nand influence of the private sector in shaping policies and public discourse,<br \/>\nwarrant our renewed commitment for transboundary cooperation and collaborations<br \/>\nto address the global migration crises.\u00a0\u00a0\u00a0<\/span><\/span><\/p>\n<div class=\"separator\" style=\"clear: both; text-align: center;\"><a style=\"clear: left; float: left; margin-bottom: 1em; margin-right: 1em;\" href=\"https:\/\/blogger.googleusercontent.com\/img\/b\/R29vZ2xl\/AVvXsEgS9i2vTGGKWxrMq-cZsIghFM_pFdKzyPP8mnnp7CrSYy1OipAoDVz28X-7BAm49ntZ6KyaGkGNeqgFEOP_apQIZHBOpy7AqCP9SUuzHnl0RZRPBMWZa4sbgRraUv8YUqNoy75ZtsD_am51QOUMN7QLyx5tYNSVpVjwP4IIk_2lfMKJLaFjT85_8v-RBPs\/s612\/gettyimages-184094795-612x612.jpg\"><span style=\"font-family: arial;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/blogger.googleusercontent.com\/img\/b\/R29vZ2xl\/AVvXsEgS9i2vTGGKWxrMq-cZsIghFM_pFdKzyPP8mnnp7CrSYy1OipAoDVz28X-7BAm49ntZ6KyaGkGNeqgFEOP_apQIZHBOpy7AqCP9SUuzHnl0RZRPBMWZa4sbgRraUv8YUqNoy75ZtsD_am51QOUMN7QLyx5tYNSVpVjwP4IIk_2lfMKJLaFjT85_8v-RBPs\/w400-h266\/gettyimages-184094795-612x612.jpg\" width=\"400\" height=\"266\" border=\"0\" data-original-height=\"408\" data-original-width=\"612\" \/><\/span><\/a><\/div>\n<p><span style=\"background-color: white;\"><span style=\"font-family: arial;\">Creating<br \/>\npathways for safe migration, highlighting the contributions of migrants, and<br \/>\naddressing the even growing wave of hatred against migrants\/refugees are the<br \/>\narenas aid communities need to highlight more.\u00a0\u00a0As humanitarians we<br \/>\nmust continue to speak louder and share the stories of grief, anger, hope, and<br \/>\npride of the refugees; our voices need to be much louder, as there is growing<br \/>\nconcern that the world is moving more towards uncertainty and the voices of<br \/>\nrefugees and oppressed are not lost in the opera of political optics displayed<br \/>\nin front of us.\u00a0\u00a0<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span style=\"font-family: arial;\"><span style=\"background: white; color: black; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-color-alt: windowtext; mso-hansi-font-family: Calibri;\">Globally 281<br \/>\nMillion, roughly 03.60% of the global population are migrants; they are living<br \/>\nin countries other than their countries of birth. There has been a growing<br \/>\ngender gap; the share of female migrants has significantly decreased since<br \/>\n2020. \u00a0The number of refugees stands at 35.3 Million, whereas 54 million<br \/>\nare asylum seekers and 71.2 million people are IDPs.\u00a0Remaining 120.6<br \/>\nMillion are those living in countries other than their birth for work and other<br \/>\nreasons. More<br \/>\nthan 40% of international migrants come from Asia, with India having the lion<br \/>\nshare, followed by China, Bangladesh, Pakistan, the Philippines, and<br \/>\nAfghanistan. <\/span>Nationals<br \/>\nof countries where HDI is high, have access to almost 85% of the countries<br \/>\nglobally, thanks to the sheer capacity of their passports. The lower the HDI<br \/>\nindex, the limited access the nationals have to migrate. However, in the<br \/>\ncountries with lower HDI index, the probability and circumstances which lead to<br \/>\nmigration is much higher.<\/div>\n<p>&nbsp;<\/p>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span style=\"font-family: arial;\"><span style=\"background: white; color: black; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-color-alt: windowtext; mso-hansi-font-family: Calibri;\">The report also<br \/>\nhighlights the contribution of migrants in building economies. Paradoxically<br \/>\nmany countries that have been beneficiary of remittance sent by the migrants,<br \/>\nhave also seen significant rise in the anti- migrant\/refugee sentiments,<br \/>\nleading to rise of hate crime and violence against them. India, China, Mexico,<br \/>\nthe Philippines, and Egypt are the major recipients of remittance. First time,<br \/>\nIndia has crossed the threshold of $100 billion. It receives roughly $111<br \/>\nBillion as remittance.<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span style=\"font-family: arial;\"><b><span style=\"background: white; color: black; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-color-alt: windowtext; mso-hansi-font-family: Calibri;\">Still effective<br \/>\ngovernance of migration at global and national level continues to remain a big<br \/>\nchallenge.<\/span><\/b><span style=\"background: white; color: black; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-color-alt: windowtext; mso-hansi-font-family: Calibri;\"> Changing geopolitical realities warrants an effective<br \/>\ninternational migration governance framework based on the key spokes of<br \/>\njustice, equity, rule of law, and compassion. Though, there has been progress<br \/>\nto note, but are they enough to address the current challenges? <span style=\"mso-spacerun: yes;\">\u00a0<\/span>The subject of migration has first time got<br \/>\nmajor traction in any global development document is the Agenda 2030\/SDGs, which became a powerful accelerator to recognise the role of<br \/>\nmigrants and its effective governance in achieving the UN SDGs. <\/span><\/span><\/p>\n<div class=\"separator\" style=\"clear: both; text-align: center;\"><a style=\"clear: right; float: right; margin-bottom: 1em; margin-left: 1em;\" href=\"https:\/\/blogger.googleusercontent.com\/img\/b\/R29vZ2xl\/AVvXsEgDnPyc4SkIke6aa3Yk5At9GK1znMFaGqQeNasS0wzdYx7ValrWRTdgMhJfSMNzAWLNNpCqVW5eHrY2rGxCgWcEZc6LB5xXPbzMgbiBjuBAoahm4WKOQnNxRnsnQY3nrJFfQBgg9yRa3HPdIJNXlmE4f4-smY1cBHiCkhFvM37pbEg6pCI2Q3v54tM94bM\/s612\/gettyimages-1187935526-612x612.jpg\"><span style=\"font-family: arial;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/blogger.googleusercontent.com\/img\/b\/R29vZ2xl\/AVvXsEgDnPyc4SkIke6aa3Yk5At9GK1znMFaGqQeNasS0wzdYx7ValrWRTdgMhJfSMNzAWLNNpCqVW5eHrY2rGxCgWcEZc6LB5xXPbzMgbiBjuBAoahm4WKOQnNxRnsnQY3nrJFfQBgg9yRa3HPdIJNXlmE4f4-smY1cBHiCkhFvM37pbEg6pCI2Q3v54tM94bM\/w400-h266\/gettyimages-1187935526-612x612.jpg\" width=\"400\" height=\"266\" border=\"0\" data-original-height=\"407\" data-original-width=\"612\" \/><\/span><\/a><\/div>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span style=\"font-family: arial;\"><span style=\"background: white; color: black; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-color-alt: windowtext; mso-hansi-font-family: Calibri;\">Subsequently,<br \/>\nthe promulgation of Global Compact for safe, Orderly, and Regular Migration<br \/>\n2018, became a huge stepping stone in terms of providing a broader governance<br \/>\nframework to regulate migration at the global level. It spelt out the<br \/>\ncommitments, milestones, and process through which migration will be regulated.<br \/>\nHowever, being a non- binding cooperative framework in nature, the Global<br \/>\nCompact 2018 failed to garner the vote and commitments of all the member<br \/>\nstates. <\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span style=\"font-family: arial;\"><span style=\"background: white; color: black; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-color-alt: windowtext; mso-hansi-font-family: Calibri;\">Onus to regulate<br \/>\nand take actions through developing national policies and action plans on the Global<br \/>\nCompact remain in the purview of member states. Therefore many countries,<br \/>\nthough play a crucial role in the effective governance of migration, have yet<br \/>\nto take actions and form policies to govern migration. In fact, many countries<br \/>\nin the South and South-east Asia region, where the impact of cross border<br \/>\nmigration in recent years is glare, have yet to sign the global refugee<br \/>\nconvention of 1951; that further impedes in the way of effective governance. \u2018Ostrich<br \/>\nsyndrome\u2019 of states (especially the rich and powerful countries and blocks!)<br \/>\nwould not take us far in addressing the problem.<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u00a0\u00a0<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: 115%; text-align: justify;\"><span style=\"font-family: arial;\"><span style=\"mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri;\">Current migration<br \/>\ncrisis is perhaps unparalleled in human history. It\u2019s complex and driven by<br \/>\nmultiple factors. The cacophony around this is loud, but gives us a \u2018<i style=\"mso-bidi-font-style: normal;\">jarred view\u2019,<\/i> where stories of plight of<br \/>\nmigrants and refugees are lost. We must not forget those stories and continue<br \/>\nto advocate for their rights. Circumstances have forced them to leave their<br \/>\nhomes \u2013 they need the shared commitment of humanity to sail through.<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-family: arial;\"><b style=\"mso-bidi-font-weight: normal;\"><i style=\"mso-bidi-font-style: normal;\"><span style=\"background: white; color: black;
